If time in the universe was changing, would we notice?

Depends on who is keeping the time. Colour can change on your monitor very subtly over a month and your eyes adjust accordingly, yet to a person who adjusts their monitor every day, they would look at the month old calibration and notice it was out immediately, because the difference is substantial enough to recognise it.
My initial response would be that we are built to adjust to numerous changes; inclines, declines, higher air pressure, lower air pressure, heat, cold etc etc etc, therefore it would be a resounding no.
What ever you were taking when you asked the question; halve the dose and give me some too!
